[SOLVED] Cpu Running Too Hot

I have a AMD X2 6400 Black Edition processor that's part of my new build. I've only been running it for 4 days. I installed it with Arctic Silver 5 and the HSF is a Zalman CNPS9700 LED. I run coretemp to check the the temperatures but I'm always getting around 53/48 idle so I'm too afraid to stress test it beacuse I don't want it to go past 60 degrees. I've removed and re-applied Arctic Silver 5 3 times already but no change. The case is a NZXT Apollo with 3 fans. I've heard of this processor running hot but I don't know what I'm doing wrong. I would like to get it down to the 30s-40s when idle. Please help.
