The most likely cause is that you have firewall software installed and enabled which is blocking TCP Port 123 "Network Time Protocol". You need to open up this port on your firewall and your PC will be able to connect to a time server.

I would recommend using "time-a.timefreq.bldrdoc.gov" which is the military Atomic clock in Boulder Colorado.
