Hi sharkymo.
Modifying a console in most cases means either rewiring, reconfiguring or using other means to by pass the detection of copied games and usually voids the warranty.
The only reasons the games can be obtained for cheaper is (most likely) because they are not the original version and but have been pirated. Having pirate games in your possession could lead to severe penalties (fines over $50,000 for individuals) and a criminal record.
TSF rules prohibit us from discussing exactly how the consoles are modified.
I personally do not have a 360 so I can not compare the two for you but ultimately it is down to what games you prefer. Further posts may state how one console is better than the other but are usually based on hear-say and personal preference. Both consoles have good graphics, both are fairly powerful systems and both have exclusive games and content.
