Try pressing the F8 Key before windows starts loading and pick Safe Mode or Debugging Mode.

An Internet search of "oobsqpe.dll" doesn't turn up any hits so this particular DLL file (provided you've typed it correctly) isn't associated with any known problematic software, OS files or viruses. That said, you may have recently installed something that has missing components or your system may have contracted some type of virus or malware.
