EEK! Computer slow after hardware "maintenance"

Hello there. Ok so this is my problem. My DVD-ROM had been broken for a while (didn't read any kind of cd) and i did not care much cause i hardly ever use CDs and DVDs on my computer, but apparently my dad thought i needed it and he called his work's technician to come install another DVD-ROM that was sitting around. Thing is he called me while i was at work, said he was going to do that, i was like "ok"; when i come back home, the computer takes a really long time to boot and im like "hmmmmm" and then it takes a ridiculously long time to load up the starting programs, it was reaaally slow. So i was like "oh maybe its the cd-rom" so i uninstalled it but the computer stayed slow. It takes an enourmous amount of time to boot up, and when it finally is done and i want to use stuff they load up really slow. Now after I'm using the computer for about 15 minutes its all normal again everything works at the usual speed, but as soon as i reboot or turn it off and then back on it does the same. And basically i have no clue what's wrong so i would really appreaciate some help. I'm not sure if i should start saying the kind of hardware i have but if i do please tell me, thanks
