will need some more information quick.

1) what happens when you power on, get any video at all? fans turn on? any lights on the computer?

2) when you say you removed everything from the PC, do you mean you took all the parts out or you unhooked all of the connections from the motherboard? and when you did this, what did you leave connected to the motherboard?

3) just removing memory and a video card, honestly is not a way to check for power problems. only two ways to check for a power problem, one is to try another power supply that is known to work, another is to test the power supply with a PSU tester.

4) it only booted once after replacing the CPU heat sink and fan, did you put thermal paste between the cpu and heat sink? and did you make sure to plug the fan power wires back in?

also please post your system specs, power supply, motherboard, processor, mem, vid card.
