Did you reapply thermal paste after you cleaned the heatsink off?

Seriously looks (and smells) like a burnt out CPU.
Maybe you could put the CPU back in, clean off the existing thermal paste (if you haven't done that already), apply some new paste, put the heatsink back on and pray it'll boot.
