I changed my settings in peer guardian now i can ping from the pc ok.
I added the laptop Ip address to the allowed zones on NOD 32

WINS Settings:

Router Settings:

I have NAT enabled is that necessary?
I also have Firewall on, it is not filtering any components (activeX etc)
Nothing appears irregular.
