This may be a very dumb question on a ASUS P4SD-VL

A friend of mine just turned over to me to look at his system to check on why it was not working. He said it was a year ago when it stopped working and that his brother took it to someone who said that the hard drive went out on it. I asked what was it doing and he indicated that it would not power up and if one was to listen closely that you can hear a small clicking noise in the back. Once I got the system home, I tried to power it up. I heard the clicking noise and instantly thought it may be the power supply going completely dead. I then replaced it with a ample power supply and tried again. A few things I seen odd that this mother board did not have a cpu fan and wondered if it was one of the built in cpus under the silver plate. It did see copper tubing on the far side of it, so I was not sure. It has been years since I toyed with any computer but I have the basic knowledge too. I also noticed that the green light on the motherboard was flashing. I disconnected all power hardware but not the motherboard with the cpu to see post beeps and work up to the problem. No post beeps were detected. I am not sure what the issue is. At the moment , I have the battery out of the motherboard to sit out a bit before I go further. Can anyone give me in simple computer lingo what else I can do? Or what else it can be?
