The voltage change you experience is normal, when under load voltages do drop, if its a stable drop meaning its not going up and down every second there's nothing to worry about.
Same with 3dmark 06 i know no one that can get higher than 5fps on it.

The lag and slowdowns could be due to your PSU, how many Amps are on the 12v. Post your entire PSU specs.
