If it were RAM it wouldn't even get to the POST.

If you want to reformat your hard drive and put in a clean install, if you have another computer you can slave your hard drive to that computer to extract all your pictures and other data you saved.

Then take that HD out and reinstall it in your computer doing the fresh install of Windows on it.
