Get the tech who built it to test the card in another computer with a strong enough PSU to see if it's faulty. If it is, you'll need to replace the card and get a more suitable PSU. PCIE graphics cards need a minimum of 26 amps on the +12V rail, more if you plan on adding another for SLI.
