The meaning of the beep code depends on the BIOS utility your motherboard uses (Ami, Award, ...), refer to the motherboard manual for more information.
The power supply is the last remaining bit of hardware you haven't tested yet and as I said, it may be unsufficient for your rig (you still haven't told us what the PSU calculator says about your computer's power needs). See if you can find some friend with a good quality 400W+ PSU to test your computer with.
