Yes it is under dhcp .
You get this IP because there is a network problem or no active dhcp and in this case Windows put a generic IP as 169.x.x.x.
Have you got another PC connected on this network and how it's IP is configured ?
Are your sure your network is Ok and do you know the network IP and mask of it ?
We need to know how is configured your network ?
Have you got a modem/router , which brand and model of this one ?
If you have a modem/router and are able to go on from another PC check if dhcp is active ?
In fact we need to have more information regarding the configuration of your network.
