In almost every county/city jurisdiction it is a misdemeanor to block access to or through any public street or intersection. What if an emergency vehicle needed to get through on the way to a response? That's the main concern in a matter such as this. It doesn't matter if they are protesting against the war, for the war... It doesn't matter if they are protesting at all. There is no difference between a group of elderly men and a group of gangbangers (unarmed of course) blocking the road. Their message is irrelevant. They are breaking the law, and the police officer has to be impartial in the application of justice, which he was. Does the old man pose a security threat? Probably not, but he broke a law regardless. That group is lucky that they didn't block any emergency traffic (fire truck, ambulance, police going to a different call) coming through or their charges would be bumped up to a felony, atleast in my state.
