a faulty floppy is unusual in so far as it would stop booting unless either the ribbon cable was reversed or the power plug was not seated properly.
badly fitted psu connector would immediately cause your power supply to shut down .. a reversed ribbon cable could do damage to the floppy controller although I have never seen this happen. usually just get the floppy led permanently on as the system boots.
keep us informed and Good Luck .. fingers crossed that you have no permanent damage
edit : .. if you put your new mobo to work outside the case with nothing in it at all, it will or should power on ... If it doesn't make sure you have put the front panel wires in the correct places .. sometimes they are known to slip down the side of the pin rather than over it not making the required connection.
if you put your CPU, Heatsink (+ fan/cooler) and Speaker then power on it should post and beep at you .. if it doesn't then more than likely you have a faulty board.
