Do you mean with both drive connected? I am not familiar with boot.ini I can change the boot order in BIOS but that's about the extent of my knowledge. I'm not even sure where the boot.ini file is...

If you want help with that - post a screenshot of Disk management and a copy of boot.ini.

I'm sorry, this is beyond me. I will post both if you tell me where they are.
