Did you disable the Windows Time service?
1. Type "services.msc" in run,
2. scroll to windows time and check the status.
3. If this service is disabled, the error message should say the RPC server is unavailable.
Re-enable
Failing that you could Sync Clock from Command Line
1. command prompt
(right-click, Run as administrator)
2. type
w32tm /resync
Now your clock is sync'd. If you want proof, you could check the time settings panel again.
