Fried harddrives

I am having issues with my harddrives getting fried. I have an APC surge arrestor and run EVERYTHING through it, so I am pretty confident it is not due to a surge. None of the other hardware is getting damaged when this occurs, but I have replaced 3 harddrives over the past 2 years.

They spin when powered, but am never able to boot the drive. When I try to use my USB to IDE to check the drive it's as if it's not there.

Any ideas? Could it be a bad power supply?
