First of all, set the IDE Hard drive to master and place it on the end of that ribbon cable. (anything else on that ribbon cable should be set to slave and on the middle connector)

Then, go in to the Boot area of your bios setup menu and make sure the Hard Drive area under that heading has your Sata (boot drive) set first in that list. When you have both SAta and IDE together in the hard drive area, many boards default to the IDE drive, so you need to tell it where to look by doing this.

That should take care of your problem.
