For the VGA bios, try changing the Quick Boot to enabled in your BIOS Boot menu.
For the other issue, are there any error messages that come up when you hit the rest switch? I mean in the boot process, like load CMOS defaults, or something of that nature??
Also, is it at all possible that your CMOS clear switch may be stuck on the clear position instead of the "keep settings" position?
