At first glance, I would think it would be a 'NO DIAL TONE' indication. Is your dial up setup to wait for a dial tone before it dials out? If not, I suggest you change the dial up settings so that it will wait for a dial tone first.

On the other hand, instinct would tell that it is something inside the laptop already. If you know how to fix, I suggest you try replacing the modem.
