A few questions, please. . .
1. Do you use the same user account/password to log into SAFEMODE as you do when logging into Vista via a normal boot?
2. Have you checked the Event Viewer for errors surrounding the time periods in question?
I suspect that you may find the phrase <access denied> on something related to this situation. As OldGrayGary mentioned, check the firewall. I have seen the firewall settings cause this one too many times.
3. Have you ever used a firewall besides Windows Firewall?
4. What is your antivirus package?
