No, I think it's because Windows can't find the SATA driver on the CD.
I can't remember - is it possible to browse to the directory where the driver is located?
You don't need a driver for the IDE HDD if it's connected directly to the motherboard.
As soon as the Windows "environment" starts trying to load files it can't find the SATA CD (because of the lacking SATA driver) causing the 0x0000007b error.
