What WinXP needs is the drivers for the PCI-to-IDE Controller.

After that, the normal IDE device jumper rules apply (1st device set Master, 2nd set Slave) to each connection. We're talking about the jumper on the drive.

Are you sure the controller box didn't have a driver CD?
