How do you have the jumpers set on your drives? Make sure they are either Master and Slave with the Master (MA) at the end of the ribbon cable and the Slave (SL) in the middle or both set to Cable Select (CS) If using CS make sure you are using an 80 conductor ribbon cable. Like the one used with newer IDE hard drives.
If the different jumper settings doesn't solve the problem then try each drive by themselves, to verify it's not a drive issue.
