IDE controller issue?

I installed windows xp on a seperate machine than the one I intended on using the Hard Drive in because the machine I want the Hard Drive in will not boot from CD. Old BIOS doesnt have the option to set boot options or I'm just not seeing it. Its an old IBM computer.

Anyway I put the HDD into the IBM machine after I installed windows xp on it and now its at the point were it keeps restarting.
I booted with a old windows98 floppy that I had and am now browsing the windows xp CD through DOS prompt.
I tried to run setup.exe but it says it cant be run in DOS.

Is there a way to install the recovery console this way so I can just do a fix boot or something that will fix it?

Thanks.
