this problem is the same with the power supply plugged in? and not just battery power?
go into your device manager in safe mode
go into control panel -system-hardware-device manager
click view then show hidden devices
are there any yellow flags?

uninstall the complete usb tree in the device manager
reboot twice
let windows rebuild the manager
