Ok, I think this may be a BIOS issue with the A7V400-MX. I swapped mobos in the previously mentioned box to an ASRock K7Upgrade-600 and according to the new mobo BIOS the CPU is running at 32c with the same Thermaltake 80mm fan/cooler. While it's still a tight fit in the box with the new mobo I don't think the CPU will run much cooler than 32c. The old mobo has been downgraded to a "tester".
