High pitch whine from PSU

My Computer suddenly died the other evening while I was eating dinner. When I came back to the CPU it was off but making a very high pitched sound. I unhooked all of the peripherals and removed the cover. I cleaned everything out and even tried a different power cord, but all I get is a green light on the motherboard and the whine from the PSU. up until the other night the CPU worked perfectly.

P.S. the PSU's fans do not turn at all when power is supplied

Is this a problem with my PSU or could it be something else?

CPU - 2.8 Dual core pentium w 2 Gig Ram on an Intel board
PSU Antec 450 watt

I need help... Thanks in advance
