Virus protection does not turn on when I boot Vista

As per the topic. When I turn on my laptop I get an alert from Vista telling me that my virus protection has been turned off. The security center does not allow me to turn on virus protection.

I use Trend Micro Officescan, and the only way for me to start the program since encountering the initial problem has been to run it as a new task via Task Manager. When I finally get it running, however, I am unable to perform a spyware scan (virus scan is ok).

WHat could the problem be, and what can I do about it?
