This is very simple, sorry the other guy didn't really help you answer the question. Yes, you can reset that program's specific resolution. Simply right click the .exe application file, click properties, then click the tab "compatibility", then change the program's resolution from there. this way everytime you open you specific program THAT program alone will have the resolution you set it to (i don't know how specific you can set that resolution, but i know you can at least change it individually this way).

SIMPLE! right click on you task bar (the bottom bar on you screen), go to properties, and then click the option that says "Group similar taskbar buttons"

There ya go, problem solved!

Now if you could explain what you're trying to get at with the first question and perhaps i could help you with that as well, but for now i'll step back and let some others who might know how to solve that one join in.
