To further clarify, Windows Mail basically IS "Outlook Express" under another name. I used OE for years, and have been using Windows Mail for over a year. They function exactly the same, and look only slightly different.
Importing OE data into Windows Mail is difficult, however. I had to resort to manually importing registry keys from my XP to Vista, with only limited success. Which means that the Mail Rules have to be re-done.
The contacts and the mail itself did transfer, but it was difficult & time consuming. If you want to know how to transfer OE data to Windows Mail, I'd start another thread.
