I'm not sure, as I stay away from refurbished products... it's probably just titled refurbished because it was an open box sort of like you get discounts at a store for open boxed items.. the refurbished items I normally seen were faulty items, but got the fault corrected.

for the case, just do a little research and keep an eye on the fans included and the number of extra fans that can be added to it... main factor of finding a case is not appearance but cooling efficiency.. appearance is just a bonus.

for ram, prices change all the time, you said you would be purchasing some other time so we'll have a look then.

so without RAM and a case...

you did not factor in cdrom/dvdrom, harddrive, and psu to your calculations... which add a little bit.
if you have cdrom/dvdrom to use as well as a harddrive then that can be deducted... though i can pretty much guarantee you will need a larger PSU than you have.
you said you were willing to go an extra hundred on the cpu/mobo so maybe that can go towards the PSU. to make a total price range of $1100?
don't forget about a case though, they range from 70-120 for pretty good cases.
