I had exactly the same problem you described and asked the same questions and got the same replies. What I did in the end was check the memory! Make sure the memory works and is installed correctly and setup ok.
Start with just the CPU and Fan, memory, power button and keyboard plugged in. With the PSU attached (obviously) and see if it POSTS.
(I still can't get Win XP to boot but it does POST now)
