The only info I could find on the TRanscend site is

Performance : Read up to 30MB/s, Write up to 28MB/s (8GB, 16GB) (with UDMA Mode4)
Read up to 26MB/s, Write up to 13MB/s (32GB) (with UDMA Mode4)

they say it's compatible with most PC and laptop drives ( laptop are normally 5400rpm)

It's not so much the rpm that is the question but just how fast can it read and write to the drive .. it will be more or less linear through the whole Volume since there will be no inside to outside head tracking/searching required

In these days of high Volume drives though I can only see that it would be helpful for mobility. Stick it in your pocket like a 2.5" USB Drive and take it wherever you want it without lugging your whole PC with you.
