I just tested out some non-online games, and they are all working just as slow. I tried UT offline and got spikes every few seconds. I also ran CSS with 9 bots and got around 30 FPS. Normally I can play with 9 bots on and get like 60-70 FPS.

Pingwise in most servers located in Chicago I get about 75 ping. In NY I get around 65 ping. I live outside of Tampa, Florida, so I don't usually get the best of pings.

The only software that I installed prior to getting these issues was GSC and an Xfire update. I also put in an FPS config into my CFG file in CSS and it ended up hurting my FPS. I took it out and it still didn't run normally. That is why I reinstalled CSS, to try and fix that problem. It still isn't running how it normally does.
