I had a very similar post not too long ago....the memory timings and voltages did the trick. Try loosing up the timings to 5-5-5-15 and try setting the ddr ref volts to at least 2.1V, when runing with all four dimm slots populated you normally need a touch more voltage than spec. I would also check the bios revision currantly installed and see what the mfg's websites says about cpu support and which bios revision is nessessary for quad support.
