reformatted machine, no ati install disk

Hello, last night I reformatted my Toshiba laptop with an ATI Radeon 9000 IGP inside. Display shows up from onboard display, but I am stuck as how to install my card without a disk.

I downloaded the catalyst drivers but upon installing them I get a prompt saying "INF Error, Video Card not found." and a second saying "Unable to complete installation, set up display adapter with a standard VGA driver before running setup."

I have no idea what this means, what should I do next?
