Experiment is the way to go for most amateurs - It’s the way to learn - make mistakes and benefit for them. I have learnt mainly by trial & error (sometimes more error that trial).
I subscribe to a magazine 'Digital Photo' which, though concentrating on the photo aspect of graphics it does have some of the best tutorials on their cover discs (usually 10 - 12 tutorials a month) - I have collected these over the years and often refer back to them...
Although it is a UK publication, it is available worldwide and I can thoroughly recommend it to anyone wanting to learn the basic or even advanced techniques of image creation/manipulation in Photoshop, Paintshop Pro, Elements etc
