did you uninstall the modem from within the hardware manager prior to removal of the modem ????


if not its probably saving IRQ resources for the modem


you could disable the sata controller

install the modem / upon reboot if the computer sees the modem and goes on with life as ususal, then uninstall the modem from the hardware manager


then afterwards shut down / change your PCI cards to diff slots and try a re-boot


post back with how things go


if that doesnt work we can always go for a "repair" install which will strip out all drivers from the windows OS but leave data and programs un touched
