RAM and video card are OK.
Did you try another (better) power supply?
If so, it has to be either the CPU or the motherboard.
I think you should try the CPU with another mobo (maybe at a local shop) or test the mobo with another CPU.
But - don't buy a new processor yet. IMO it's impossible to say whether it's mobo or CPU.
