my guess would be a defective second drive
try this
connect only the second drive to the motherboard and see if XP will attempt an install on that one
or / go to the hard drive manufacturers website and download their free hard drive diagnostic utility, boot from the utility will only the second drive connected to the system, verify the mechanical health of the second drive
