You need the
Microsoft .NET Framework installed before installing the ATI Catalyst Control Center.
Uninstall the graphics driver, install .NET, reboot into VGA mode, disable antivirus and reinstall the driver and control center. Or you could just download the driver by itself which doesn't need .NET
