Laptop wont power up...

I'm working on a refurb of a Vaio GRV 550 laptop and the issue that when I jack in the Power adapter it doesn't fire up. I've replaced some of the missing parts and am prepared to fix hardware as needed... I think.

The weird things is that when I plug in, the power and battery lcd's slowly light up.. no flash, no battery installed. I hit the power button and get nothing, no fans or hard drive activity yet those lights are still staring at me :P I've also tried holding the power button down a few seconds and the condition stays as is. Is it possible my power supply isn't pumping enough wattage? I have only 1 85 wt supply that I was using on another refurb.
