Right click on My Computer, click on Properties. Once that pops open, select the Hardware tab and click on Device Manager. Make sure that your PCI card is fully installed properly. If it is, right click on it and uninstall. Reboot the machine, and navigate back to Device Manager. Right click on the PCI card, and update drivers. Reinstall the drivers for the card and reboot once again.

When you get back, run command prompt and enter the following command:

ping 127.0.0.1

You should get a time reply if the card is working fine. Also run a tracert on the DNS servers:

tracert 39.9.212.2
tracert 38.9.212.2

Please also paste a log from the TCP/IP restacking.
