I tried setting this computer a static IP and WORKSTATION service still causes a 45 second delay while is tries to start.

One thing I noticed. I am not sure if this is abnormal for vista.. but, the system tray Wifi icon initially has a yellow exclamation point on it (co-inciding with the pause), and after 10-20 seconds, it lists as normal (2 computers with a planet). Outside internet and local workgroup assess is fine. All devices in device manager normal.

Dpes anyone notice a problem with my hijackthis startup log? Something is wrong related to this "workstation" network service.. the question is: what?!
