I will try and explain the best I can.
If a member has an above average skill in a area of computing, for example Microsoft O/S, and they post in the Microsoft Help sections and the advice is good and helpful, the MS team will eventually pick up on the member and ask them to join the MS team.
Team members will also have a banner in their signature along with a colour as their user name, also with what team they are in along with their rank underneath their username:
