Short of System Restore, nothing can recover them. You can repopulate it by copying the Start Menu from another user account. If you don't have another user account on this machine, copy it from another machine or create a new account. It wont be an exact replica but it's usable.
As for the online scan, if Kaspersky wont work for you, try this other scanner:

Under
SCANNING OPTIONS, use the following
Settings:
- Action options - Report only
- Second option - Report only
Once finished, click on the
Details button to view the results.
To the upper right of the results you will see an option saying
"Click here to export the scan results" Post the log of the scan results in your next reply
